An Engineer III is an experienced professional engineer who upon development through Level 3, plans and conducts professional engineering work without detailed supervision, but with guidance on unusual features/tasks. He delivers projects in line with agreed methodologies and requirements, exercises individual judgment and initiative in the application of principles, techniques and methods and suggests alternative solutions by providing value engineering to clients.

Training, development and experience using a variety of standard procedures, enables the employee to develop increasing professional judgment and apply it progressively to more difficult tasks at Level 4.

Decisions are related to tasks or innovative solutions, relying upon defined procedures or a combination of techniques. Recommendations are related to solution of problems in connection to the tasks performed or in regard with increased engineering value to clients.

Work is reviewed by a senior professional engineer or the engineer manager for validity and adequacy. With professional development and experience, the employee progressively exercises individual judgment until the level of competence at Level 4 is achieved. The employee assigns and checks work of lower level of engineers, working also as a Project Engineer. He will be responsible for the work of a group of people within the discipline or across disciplines and will coordinate the work accordingly.

The Engineer III:

  • Develops knowledge and skills in a specific practice area. Preferably Pavement Engineering.
  • Evaluates, selects, and applies standard techniques, procedures, and criteria to perform a task or sequence of tasks for conventional projects with few complex features.
  • Collaboratively uses judgment to determine adaptations in methods for non-routine aspects of assignments.
  • Works on projects of various complexity.

Technical Responsibilities

  • Performs moderate design tasks.
  • Prepares portions of project documents.
  • Edits specifications.
  • Performs research and investigations.
  • Manages small size projects

Managerial Responsibilities

  • Assigns tasks to and coordinates work with entry-level engineers, technicians, or administrative staff.
  • Assists in determining schedule and technical requirements.
  • Tracks costs on projects, provides the work in progress and keeps track of the earn value on projects

Direction Received

  • Receives instruction on specific objectives from the senior engineer or the engineer manager
  • Receives direction on unconventional and/or complex problems, and possible solutions.
  • Receives a thorough review of completed work for application of sound professional judgment.

Communication Skills

  • Possesses effective oral and written communication skills.
  • Assists with client, customer, or official contacts and communication pertaining to specific assignments or meetings.

Qualifications Required:

  • Master degree in Engineering or Geology from an accredited institution;
  • Engaged in a life-long learning program to maintain knowledge of contemporary issues, such as TEng or FE
  • Minimum of 5+ years of experience working as a professional engineer;

Required Competencies of a Civil Engineer:

  • Unique Knowledge and Technical Capabilities:
    • Experience and knowledge in civil engineering construction;
    • Experience and knowledge in application of both empirical and analytical design methods;
    • Experience and knowledge in construction materials (Asphalt, concrete, soil) testing and design (Asphalt and Concrete mix design);
    • Experience and knowledge of a variety of geophysical techniques and their applications
    • Experience and knowledge in site investigations and interpretations/evaluations;
    • Understands and can implement documented quality procedures;
    • Project management experience;
  • Skills / Attributes:
    • Superior computer skills with extensive experience working with Microsoft Office products;
    • Experience with field testing and data analysis methods
    • Experience with materials design and specifications;
    • Excellent organizational skills;
    • Good interpersonal skills; must be a team player;
    • Ability to motivate self and others
    • Ability to train junior staff and excellent communication skills
